SCCM (System Center Configuration Manager) is running very slow

The SCCM (System Center Configuration Manager) is running very slow. The server has been rebooted server times and RAM and CPU has been increased. The problem started a couple of days ago.

    There are several factors that can cause SCCM to run slow. A couple of things that you can do to diagnose the issue is to check the SCCM log files, especially the site server log files. Also, make sure that the database is properly optimized. Additionally, check the system requirements for SCCM. According to Microsoft, you should have at least a 4-core CPU and 4 GB of RAM on the computer where SCCM is installed. If views are retrieving a large amount of data, additional RAM may be necessary. Finally, make sure that the SCCM clients are not being reinstalled every five hours, which can cause inadvertent client upgrades. If none of these solutions work, you may have to contact Microsoft Support for further assistance.

    The server 16 CPU - 4 x Sockets: 4 and 24 GB of RAM.

    When I click on Devices, the manager displays - Returning list items with a spinning blue circle for a while before showing any info. The same things happens when I click on other options.

    The Console and client version is 5.00.9068.1026.

    The System process has the highest utilization with the SQL server going between 2 and 5th place with less than 4 % utilization. SQL server is using 10,324.4 MB of RAM.

    AV is running on the server. Is there anything that should be excluded from being scanned by that?

    When did you last optimize the database? How long is long? What does the Disk IO look like?
