Windows 11 domain users cannot change password "insufficient system resources exist to complete the requested service"
About 90% of our Windows 11 Pro Users are unable to change their domain passwords. They receive "insufficient system resources exist to complete the requested service"
This is only effecting Windows 11 users, all Windows 10 users are unaffected.

I’m sorry to hear that you’re having trouble with changing domain passwords on Windows 11. This issue has been reported by other users as well, and it seems to be specific to Windows 11.

They tried changing the password for a local user and it worked, but when trying to change the password on different computers with Windows 11 for multiple domain users, they still got the same error message. They also tried updating their Windows 11 computers and drivers, but it didn’t solve the problem.
Unfortunately, I couldn’t find a definitive solution to this issue. However, some users have suggested trying the following steps:
Close open programs to free up resources.
Restart your PC.
Install the latest Windows updates and update all drivers.

For this problem on W11 23H2 just change the server name before \and name by his ip adress and the password modification work like charm
for exemple if the domain controller adress is 1.1.1.1 and his name is Test.lan and the user name is bob
you need to change test\bob with 1.1.1.1\bob and bottom you can normally change the password.
