unable to create a web app deployment

i am getting this error consistently, initially there were no issues while deploying but later from the next day i am facing this issue. after a little research i understood many are facing this issue. after checking various FAQ's they mentioned they have raised a ticket and got a resolution, but i am on a free subscription which is not allowing me to raise a request and asking to pay 29$ for support which is absurd. Any help would be appreciated.
