Windows server 2019 user cal's

Question

Hi i have one question.

I have a Windows server 2019 standard (licensed, on cloud)

And i use IIS service running on this machine which host a web page.

I have 20 users which are logged in only via WAN through web-page to use a postgreSql server (installed in this same machine).

Clients are authentificated through PostgreSQL, not as windows users, so they are not anonymous users, right ?

So, i need to buy and additional user cal's (20 CAL's ?).
