When deploying devices (Dell Latitudes/Surfaces) via Autopilot programs load extremely slow

We buy new devices from SHI, and we have switched over from PXE booting to Autopiloting devices. We noticed that this switch causes slowness especially when opening up programs that have never been opened before. This can occur when trying to run an executable or even a msi to install a new program. We tried restoring the device via Intune, both the full reset option and the refresh option but both still cause slowness.

The CPU usage and ram usage look normal. Nothing really out of the ordinary via task manager.

Any ideas on what to check next or how to fix this issue?

    @Shane Bucher Thanks for posting in our Q&A. From your description, did you mean that the device run slowly after autopilot enrollment? If there is anything misunderstanding, please correct me.

    For this issue, please try the following steps to fix:

    Disable smart app control: press shift F10 to open Command Prompt and run the command start ms-settings: (don't miss the colon) and press enter. Search for Smart App Control and switch it off, then reboot the device.

    So I assume we are not talking about Autopilot enrollment being slow here, but the usage after user has logged on and started to use the computer, right?

    1. Are users local admins or just users? No admin rights, right?
    2. Do you use MS Security Baseline or other modern security solutions pushed down with Intune?
    3. Are computers up-to-date with patching, have you applied Update rings or Autopatch?
    4. Do you use any 3rd part antivirus solution, or are you just relying on MS Defender?
    5. Make sure your BIOS and Windows Drivers are up-to-date.
