@Josh Amiscua, Thanks for posting in Q&A. Based on my researching, I find Android Enrollment Enforcement was turned on. That means that customers may have never turned on enrollment in Intune but now they have too. Device administrator is disabled means tenant admins need to agree with Intune device admin enrollment, which is default process when deploy Microsoft Teams Rooms.

If the user account used to sign into a Teams device isn't licensed for Intune, Intune compliance policies and enrollment restrictions need to be disabled for the account.
You could use a global admin account in Intune portal to create a specific account only for room device without Intune licenses and set enrollment restrictions to avoid enrollment into Intune
- Create new user, create a new group and add this user as a member.
- In Intune admin center portal, Devices-Android-Enrollment-Device platform restriction-Android restrictions-Create restriction-block Android Enterprise (work profile) and Android device administrator-Assign the policy to new user group you created in previous step
