I have tried everything I can read to try and solve this. I’ve upgraded via dvd to Windows 20H2 in attempting to solve no internet on either Ethernet or WiFi connection!
When I run ipconfig I get no adapters.

It is possible that the TAP-Windows Adapter V9 (highlighted/selected in your image) is related to the problem.
What VPN software have you installed? Could you try uninstalling it and checking whether that helps?

Sorry to just keep asking for small titbits of information. Can we assume that you have checked the event logs for all entries that might be relevant?
Does the following command show anything interesting?
netsh int ipv4 show int level=verbose
