According to your description, meeting recording can’t download. We recommend that you use the new diagnostic support tool in The Admin Center. The following steps show how to fix recording failed to upload:
- In the Office 365 admin center open the help dialog box.
- Type diagnosis: Missing Recording in the search bar & return.
- Enter URL & date of meeting in the supplied fields.
- You'll be given a URL to type into your browser .
- The meeting downloads.
