Because the sign-in code is being sent only to Microsoft Authenticator and that app is currently unavailable (logged out / not set up), a different verification method or an admin reset is required.

    Use these options, in order:

    1. Try another verification method
    • Go to the sign-in page and choose Use a different verification option (or similar) if shown.
    • Use SMS, email code, or another method already configured.
    • If a code is sent by SMS or email but does not arrive, follow the steps under I'm not getting my Microsoft account verification code:
      • Sign in to the Security basics page with the account: Sign in.
      • Select Update info and choose a method that works, or I don't have any of these to replace security info.
    1. Check for delayed or misdirected codes
    • If using email as the backup method, ensure the correct alternate email is being checked and that spam/junk folders are reviewed.
    • If using another Microsoft email (like @outlook.com) as the backup, use a private/incognito browser session so both accounts can stay signed in while retrieving and entering the code, as described in the verification-code guidance.
    1. If no other method works or is available
    • For a work or school account, contact the organization’s IT help desk or admin and request an MFA reset or for them to clear authentication methods. After they reset, sign in again and re-register Microsoft Authenticator.
    • For a business tenant where the only global admin has lost Authenticator access, a tenant admin MFA reset must be requested via Microsoft support/Data Protection, as described in the moderator guidance.

Once access is restored and sign-in succeeds with another method, reconfigure Microsoft Authenticator on the device so that future Outlook sign-ins can be approved without this loop.
