Raises the Init event for the HtmlSelect control.

Remarks
The OnInit method notifies the HtmlSelect control to perform any initialization steps that are required to create and set up an instance. If the IsViewStateEnabled property is false
and the IsPostBack property is true
, then the RequiresDataBinding property is set to true
.
Notes to Inheritors
When overriding the OnInit(EventArgs) method in a derived class, be sure to call the base class's OnInit(EventArgs) method so that the registered delegates received the event.
