Gets a value that indicates whether the ScrollBar is enabled.

if the ScrollBar is enabled in a ScrollViewer and the size of the content is larger than the display area; otherwise, false
. The default is true
.
Remarks
This implementation sets IsEnabledCore to true
only if the Maximum value of the ScrollBar is greater than the Minimum value and the ScrollBar is enabled.
