Virtual Network intergration enable access resourses through ipsec ?

This image is a snap of "Integrate your app with an Azure virtual network" documentation.

My problem is, I need to intergrate azure app service with virtual netowrk, purpose of doing this virtual network intergration is send some data through site to site vpn connection to on premise server

in above image mentioned we can access "Resources across Azure ExpressRoute connections"

is that statment infomed us we can not access "Resources across Azure Site to Site connections"?

    Your integrated App service should be able to reach to resources in OnPREM even if they are connected via S2S.

    I believe you were referring to : https://learn.microsoft.com/en-us/azure/app-service/overview-vnet-integration#how-regional-virtual-network-integration-works

    In the same document, under "Access on-premises resources" section, you can see,

    No extra configuration is required for the virtual network integration feature to reach through your virtual network to on-premises resources. You simply need to connect your virtual network to on-premises resources by using ExpressRoute or a site-to-site VPN.
