The setup generates a setup log (actually several). Look at the logs to see what is going on. You posted an image in non-English so I cannot translate that. The actual error message in English would be useful but the error(s) from the log would be better.
Things that come to mind:
- AV getting in the way
- If this is an older machine and previous VS versions were installed then there might be a conflict
- Drive issues
To work around a network issue you can use the VS Offline Installer to download the installer and all the components directly and then run the installer. This eliminates network issues but most likely will cause problems when you update later.
