Visual Studio Installer does not download anything once it begins installation and end with a message like "Operation Error" (as shown below)

I'm with this issue all day, can't work, can't do anything to fix it. Only left to try format pc and reinstall all things

The setup generates a setup log (actually several). Look at the logs to see what is going on. You posted an image in non-English so I cannot translate that. The actual error message in English would be useful but the error(s) from the log would be better.

Things that come to mind:

• AV getting in the way
• If this is an older machine and previous VS versions were installed then there might be a conflict
• Drive issues

To work around a network issue you can use the VS Offline Installer to download the installer and all the components directly and then run the installer. This eliminates network issues but most likely will cause problems when you update later.

I doubt that something blocks VS from installing, or maybe there’s something wrong in system environment.

I have noticed that you have Win 11, 23H2, please double confirm that all the patches/updates have been installed and there’s no Windows Update error. After that reboot your machine and reinstall VS.

Kindly check the limitations on your machine, such as permission limitations, group policy and security management software.

Also, please try to use .NET Framework Repair Tool to repair .NET Framework.

If you configured some system files, try to double check the configuration and confirm that it won’t interfere the installation of VS. For example the machine.config file.

BTW, collecting the VS setup log files(vslogs.zip will be generated in C:\Users\username\AppData\Local\Temp folder) will be better to investigate further.

Finally the hard solution, format and install a new windows 11. I needed work again and can't spend two days trying to solve this. Sorry
