For this issue, we appreciate your help to collect some information:
1.Did all VPP apps have the same situation? Or just one VPP app?
2.Please try to sync the target VPP token manually in > Tenant Administration > Connectors and tokens > Apple VPP Tokens.
Based on my research, I also find there is a PowerShell script can sync VPP apps.
