Creates the arguments for the callback handler in the GetCallbackEventReference(Control, String, String, String, Boolean) method.

Remarks
The RaiseCallbackEvent method is a helper method used by the GridView control to create the arguments for the callback handler in the GetCallbackEventReference method.
