After sending an invitation to the portal contact in order to view my power pages site, the user is getting an error saying "local host refused to connect"
What might be the reason and a possible solution to this error?

As I understand you question, external user is getting an error saying "local host refused to connect" to view my power pages site.
Could you please check if the website permissions are granted as mentioned in this document: website-access-permission

I tried adding one of the contact to the authenticated users role. Then gave permission to this authenticated user group to preview unpublished entities (via active website permissions).But unfortunately no success.

Sorry about the inconvenience.
It is not expected to get permission issue. Could you please check your network settings, firewall etc if that helps.
If that does not help, I would recommend you to please file a support ticket for deeper investigation and in case if you don't have a support plan, do let us know here so that we can check on other options to unblock you. Thanks -
