Sorry to hear that you are experiencing issues creating a GPU VM for Azure Lab Services in Europe West. It would be helpful to include the error message or screenshot of the issue you are seeing so I can narrow it down.
By default, the GPU VM limits are 0, so will require a quota increase. You can review how to see your current quota and usage here. You can also request an increase.
It is also possible that the issue is related to capacity. In that case, you will need to utilize a different, VM, region, or wait for more capacity to be made available.
