This error typically indicates that the service accounts do not have the necessary permissions to read or write to the specified backup folder.
Here are some steps you can take to resolve this issue:
Verify Permissions: Ensure that both the SQL Server service account and SharePoint Timer service account have Full Control permission on both the file share where you want to store backups and on any parent folders.
Check Backup Directory: Make sure that the KHIHV19EPMDEV directory exists in your intended backup location, or specify a different directory where it does exist.
Use Correct Tools: Be aware that backing up from one version of SharePoint Server 2019 is not possible for restoring to another version of SharePoint Server 20191. You need to use compatible versions when performing backups and restores.
