From your description, I know we have assigned a custom compliance policy, but it is not applicable to Windows Pro.
To clarify this, please provide the following information:
- Whether users assigned a custom compliance policy are assigned an Intune license.
- Whether there are other compliance policies assigned in addition to the custom compliance policy, when a device has multiple compliance policies, then the highest severity level of all the policies is assigned to that device.
- Please try to sync and reboot the device to see if the problem can be solved.
