How to fix the error : Bundle action failed: Unknown error (0x80131500) (0x80131500) when trying to install SSIS on Visual Studio 2022 ?

Whenever I try to install SSIS on my laptop I run into this error : Bundle action failed: Unknown error (0x80131500) (0x80131500).
I already repaired VS studio , uninstalled but nothing is working.
I already followed the steps mentioned there : https://learn.microsoft.com/en-us/answers/questions/915389/ssis-installation-error-unknown-error-(0x80131500).
But it's still not working.
I'm desperate , any ideas on how to fix it ?

    Have you tried this today only, or also before today? Today, there was an issue with downloads.microsoft.com not working, and maybe that is the reason. The issue seems to have been fixed, so try again.

    Hi ,
    I tried to download it and install it again and I run into the exact same error.
    So I still can't use SSIS at the moment
