Based on the information you provided, I understand that you previously saved emails from Outlook 2019 to your local Documents folder. However, after switching to Microsoft 365 Business Basic, you are unable to open these files in either Outlook 2019 or your new Business Basic account.

You mentioned that you subscribed to Microsoft 365 Business Basic. It is important to note that this specific license only includes web and mobile versions of Office apps. It does not include the desktop version of Outlook.
If you saved your emails as local files (like .pst or .msg), these formats generally require a desktop client to open. They cannot be opened directly via Outlook on the Web (browser), which is the primary tool provided in the Business Basic plan.
Since Business Basic does not provide one, you will need to sign back in using your original Outlook 2019 account/license to open them. Alternatively, to use the desktop app with a subscription, you would need to upgrade to a license like Business Standard, which includes the full desktop applications.
