Based on your sharing, the behavior you are experiencing aligns with the Microsoft current rollout for Planner on the web:
- The web version of Planner has been redesigned, and Microsoft is rolling out a new "Task chat" experience in basic plans on Planner for the web and Planner in Teams (desktop/web).
- Old task comments are being retired on the web UI for those basic plans, so you may no longer see the old comments box in the browser.
- Mobile is temporarily different: iOS/Android Planner and Planner in Teams mobile can still show the previous comments experience, while new Task chat messages are not visible on mobile yet.
- Your old comment history is still accessible through a link that opens the old thread in Outlook.
