I wanted to install Desktop Development C++, but during installing, I get the error: "Couldn't install Microsoft.VisualCpp.Redist.14". I tried to repair, launched install and uninstall repair tools, worked with registry, uninstall Microsoft Visual C++, re-install visual studio (installed preview version), but everything doesn't help.
Also, Administration and SYSTEM has admin rights for C:\Temp.

I had this exact issue. To fix it I had to manually run the following installer:
"C:\ProgramData\Microsoft\VisualStudio\Packages\Microsoft.VisualCpp.CRT.ClickOnce.Msi,version=14.32.31327,language=en-US\vcpp_crt.redist.clickonce.msi"
After that Visual Studio Installer didn't have the issue anymore.

there is a solution, it's a bit annoying and depending on how many of broken\lost msi installers you have, it can take some time. you will find my answer under SeanLake's comment

You could be trying to install without the correct permissions, or you might need to disable some kind of anti-virus or malware blocker if you are using something other than Windows Defender.
What error in particular are you getting?

Hi, Im having the same probelm. I want to use Visual Studio for c#. Everything in stalls but keep getting the error failed to install microsoft.visualcpp.redist.14. I dont know what this file is for and do I even need it as Im only using VS for C#.

Please try to download the latest version of “Microsoft Visual C++ 2015-2019 Redistributable (x86)”, and then install it manually. It should give more detailed error message.

NONE of these work to correct the problem.
I'm stuck in a loop. I've uninstalled, reinstalled, tried each of your suggestions, running that:

I installed both x86 and x64 version on my windows machine
Still it keeps looking in the folder, that DOES exist:

and yet I get that bloody annoying warning:

i had exact same problem with the same version of this missing package and this wasn't the only one. here is the final solution: open regedit.exe then ctrl + F and search "14.29.30040" without "". you must delete all keys (not only subkeys, always the full one) press F3 button to jump to the next one until u get that message "search is at end" or something like that. unfortunately, you have to do this with all packages that are missing or making troubles in newer installations but this is how to solve it
Edit: You can try the free software called "O&O RegEditor", the search function lists all existing keys at once, could save a lot of time. u can test it afterwards with regedit.exe, normally it shouldn't find anything if you really have deleted all of "14.29.30040" in that regeditor program. I highly recommend to make a full registry backup before you start, then remove everything that is not broken of Visual Studio, Redistributables etc. these who can be removed without problems and delete rest main folders like "Microsoft Visual Studio". If you have files\folders where you are not sure, then better leave these alone.
look, after deleting all 14.29.30040 keys, the installation of the newest redi worked like a charm. I was sitting on this for few days and there are too much missing msi files on my machine, nothing else would have helped anymore, that's for sure
