Not able to create a pipeline on fabric

Hello,

We have added fabric capacity for our tenant, but when I got and try to create a pipeline on https://app.fabric.microsoft.com/ it is asking me to buy capacity, what am I suppose to enable on the tenant so we can can create pipelines?
