Yes. ExpressRoute circuit is good option. ExpressRoute connections don't go over the public Internet. This allows ExpressRoute connections to offer more reliability, faster speeds, consistent latencies, and higher security than typical connections over the Internet.
"You can create a connection between your on-premises network and the Microsoft cloud in four different ways, CloudExchange Co-location, Point-to-point Ethernet Connection, Any-to-any (IPVPN) Connection, and ExpressRoute Direct. Connectivity providers may offer one or more connectivity models. You can work with your connectivity provider to pick the model that works best for you."
