How do I activate Microsoft 365 E5 developer subscription?

I am a Visual Studio Professional monthly subscriber. From the documentation, it appears I am eligible for an E5 developer tenant. However, when I log in to my.visualstudio.com to activate the benefit, the tile described here doesn't appear.

Additionally, when I try to join the program directly, it states that I am ineligible. Have I missed some eligibility criteria?

    Hello, from the documentation, please see the following note.

    Only Visual Studio "standard" type subscriptions are eligible. You must have either a Visual Studio Professional standard or Visual Studio Enterprise standard subscription to receive an automatically renewable Microsoft 365 E5 developer subscription. Monthly Visual Studio subscriptions (such as "Professional monthly" or "Enterprise monthly") are not eligible.
