Microsoft 365 Developer Signup Not Sending Code

I'm trying to sign up for to the 365 developer program, but when I get the the step it's supposed to text me a code, nothing happens. Looking at the browser console while it's happening it looks like an issue with the captcha. I've included a screenshot of the console below.

    I think the site’s security rules are blocking recaptcha from even starting, so the sms step never runs. open it in a private window → force‑reload → try once on mobile data… still no code then clear your browser cache and try again.
