1,Please check the macOS Enrollment Restrictions in Intune. As shown below in my environment:
2,Please make sure the user who is attempting to enroll the macOS into Intune is assigned with an Intune license.
3,We can also delete the enrollment profile, recreate the profile, then re-enroll the device to have a try.
