Let say i have private endpoint in Resource Group A, then the NIC for that private endpoint located in Resource Group B. It's normal with that condition the private ip address not visible in Private Link Center?

Not sure how the private link and the NIC are in different resource group. They should be in the same as the NIC is created automatically when the private link is created.

yes previously the private endpoint and the NIC on same resource group, but i want to migrate to other resource group.
So i migrate the private endpoint first and the ip is not visible, then i continue with migrate the NIC after both NIC and private endpoint migrated the ip address is visible.
I would suggest to keep them in the same resource group. It is unclear if they are functioning properly or there could be any issues due to that. Obviously this is affecting displaying information in portal but there could be other downsides.
