From your description, I know you have deployed policy to enable OneDrive auto sync for all the users in the organization via Intune, but it is not working.
To clarify this issue, please check the following.
1.Please check the policy status in Intune portal.
2.Please check if there exist related error message in Event Viewer on targeted device. Location: Event Viewer > Applications and Services logs > Microsoft > Windows > DeviceManagement-Enterprise-Diagnostics-Provider > Admin.
3.Please also check if the register key has been deployed to the device side. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\current\device\OneDriveNGSCv2~Policy~OneDriveNGSC
