How to fix: IEFrafme.dll module not found

We are attmepting to instute Windows Hello for business, and are receiving the following error when installing the Kerberos Server:

Set-AzureADKerberosServer : Unable to load DLL 'IEFRAME.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)

Does this mean we need to install the "IEFRAME.dll"?
