    I'd verify system and servicing health by running;
    sfc /scannow

    also system update readiness tool

    Then check for errors in;

    Does the latest SSU (kb4516655) be successfully installed on these WUA clients in the version 2018/03?
    If it does not install successfully, I suggest you consider installing the following updates first:
      
    KB4490628, Servicing stack update for Windows Server 2008 R2 SP1 (March 12, 2019)
    To avoid installation failures, please approve this update separately in WSUS for installation.
       
    KB4474419, SHA-2 code signing support update for Windows Server 2008 R2 (September 23, 2019)

    Also, Windows Server 2008 has reached end of Extended Support.
    After that, technical assistance and software updates from Windows Update that help protect your PC will no longer be available for the product. You could take the opportunity to complete cloud migration and modernize your business to avoid a situation where you need service or support that is no longer available.
