I want to begin the Brand and Campaign registration process to use a local number (10DLC) for A2P SMS messaging. But I am encountering this message when I begin the process (under my ACS service resource/Telephony and SMS/Regulatory Documents/Create a new application and then selecting region=US and number type=Local): "Your subscription is not eligible for Brand and Campaign registration."

I began my Azure subscription as a free plan today, then upgraded to the pay-as-you-go plan upon learning that a "paid Azure subscription" is required for brand and campaign registration. I thought that should do the trick. What else is required of my Azure subscription, exactly?

    My billing address is in the United States. I have read through the eligibility requirements several times and can find no disqualifying condition that would apply to me.
