Based on our research, the following possible solutions that you can try:

Microsoft Calling Plan options include the following:

Domestic Calling Plan: Allows licensed users to call numbers within the country/region where they’re assigned in Microsoft 365. Unlimited incoming minutes are included, and outgoing minutes are based on the license purchased.
International Calling Plan: Enables international calling to numbers in 196 countries/regions.
Pay-As-You-Go Calling Plan: Users can call numbers based on their Microsoft 365 license location and international numbers.

Thanks for reply.

My question is which license is suitable and can work if we have Business standard and calling plan for domestic and international callings?

We have Business standard license assigned to users and not we want to give a capability to call domestic and international locations also we have Teams domestic and international calling plan licenses but its not working and seems it needs either E5 or any other as we tested with E5 and Teams domestic and international license and its working with it but not with Business standard plan.

So we have Business standard and Teams domestic and international calling plan with us and we wanted users should be able to call domestic and international numbers.
