In Azure Portal why is my billing profile "under review"?

My account is old, I used it and still use it, I used already paid services and paid for them, all fine. But today trying to create a new subscription I noticed that it says "under review" and doesn't let me. Why is it under review?

    In the Azure Portal, if your billing profile is "under review," it means that Azure is currently reviewing your account details. This process is standard and typically takes about one day to complete, but it can take longer in some cases. During this time, you might not be able to create new subscriptions or make changes to your billing profile.

    To check the status of your account, you can browse to the Billing > Billing accounts page and select the account you used to complete your purchase.
