We have reviewed the scenario related to the issue you are experiencing with Outlook or Microsoft 365. Based on the TenantAccessBlockedException error message, we have reviewed the scenario of retrying the exam in a virtual environment and would like to share the following steps to help resolve the issue:
Ensure Your Tenant’s Subscription Is Active: This is often the root cause of the issue. Here are the steps to check:
Check the licenses
Go to Microsoft 365 Admin Center.
Go to Users > Active users.
Select the user with the error → check if they have an Exchange Online license assigned.
If not, assign the appropriate license.
Note: License types commonly associated with Exchange Online (which supports Outlook) include Exchange Online Plan 1, Exchange Online Plan 2, and integrated plans such as Microsoft 365 Business Standard, E3, or E5
Temporarily disable and re-enable the license Remove the Exchange license from the user.
Wait about 30–60 minutes.
Reassign the license and wait another 1–2 hours for the system to update.
This is what Microsoft Support has recommended and may help resolve the error
Check payment status
Go to Billing > Your products.
Make sure your Microsoft 365 subscription is still active and not suspended due to unpaid charges.
If the subscription is still active, the subscription status will display as "Active". On the other hand, if there are billing issues or the subscription has expired, the status may show as "Expired", "Disabled", or "Suspended", which can result in being blocked from accessing services like Exchange Online.
