Error: the service cannot be started either because it is disabled or because it has no enabled devices

No app I use works, including services, although the only program that did work is Control Panel. The Wifi Adapter I use also does not work. Whenever I try to reinstall it using the Cd, this error pops up, this also comes up with any other program I try to launch.

    You can check what edition of Windows you have by clicking Start, then right-click "Computer" and then click "Properties."  The Windows edition is shown at the top.  Let me know if it also says "Service Pack 1."  Look for "System type" in about the middle of that window -- does it say 32-bit operating system or 64-bit operating system?

    Click Start, type Windows Update in the Search box, and press Enter.

    Assuming that Windows Update opens, click "View update history"

    If there are any "Failed" items, please list the KB number(s) and dates

    When was the most recent "Successful" update?  What was its KB number?

    So the Chrome browser -- and some other programs -- start, show no error message, and then close by itself?

    You can run some "apps" -- for example, Notepad.  What are a few examples other than Chrome that don't work properly?

    Click Start and type Word in the Search box.

    • Do you see Word -- followed by the edition, e.g., 2007, 2010, 2013, 2016, etc.?  If so, which edition?  What happens if you click that link?
    • Do you see WordPad?  If so, what happens when you click that link?

    Please do the following:

    1. Click Start, type Snipping in the Search box, and press Enter.
    2. If the Snipping Tool starts (you see a small Snipping Tool window as shown below and the screen dims), press ESC to undim the screen.
    3. Try to start one of your programs that causes the error message to appear
    4. When the error message is on your screen, press CTRL+PrintScreen.  This will cause the screen to dim again and the cursor will change to a large + sign.  Position the cursor at one corner of the window containing the error message, click / drag to the opposite corner, and release the mouse button
    5. When the image appears in the Snipping Tool window, click the "Save" icon and save the image, giving it a name and choosing a location that you will remember.
    6. When you compose your Reply here, click the "Insert Image" icon, click "Browse" and navigate to the image file you saved, click Open, and finally click "Upload."

    however, for some reason there´s still 12 updates for some reason, whenever I try to update, it says that it was not able to update

    What edition of Windows 7 do you have?

    Are you saying that the same error appears when you try to start ANY program?

    What is in the Title Bar of the window in which the error text appears?  Is it always the same?

    What happens if you click Start, type notepad.exe  and press Enter?

    What happens if you press the "Windows Logo" key and E simultaneously?

    What happens if you press the "Windows Logo" key and R simultaneously?

    What happened to your system shortly before this problem started?

    I was updating it, and when it finished, it said that there was an error starting up your computer, or something like that, it gave me a few options to start it, I don´t remember the options though.

    What edition of Windows 7 do you have?

    I don´t know how to check.

    Well ya, but when I open chrome, it does not come up with that error, it just starts up, and gets terminated, same with any other apps.

    What is in the Title Bar of the window in which the error text appears?  Is it always the same?

    C:\Windows\system32\services.msc

    And yes, it always comes up with this

    What happens if you click Start, type notepad.exe  and press Enter?

    Notepad comes up

    What happens if you press the "Windows Logo" key and E simultaneously?

    It goes to File Explorer-Computer

    What happens if you press the "Windows Logo" key and R simultaneously?

    It opens up the run command
