Unable to authenticate Microsoft Authenticator login, endless loop

I got a new phone and was attempting to use my Microsoft Authenticator app, but in order to log in I need to use the Microsoft Authenticator app. I can't input the two digit code because I can't use the app, and there seems to be no other way for me to get in (no other access codes, nothing I can input from my work desktop). I've tried deleting the app and re-adding my account. It says this when I do:

How can I authenticate Microsoft Authenticator without Microsoft Authenticator??

    Don't use MS products. That'll fix it.

Because the app remains linked to your previous device, it can’t generate valid verification codes, leaving you unable to complete the sign-in process.
