Minimal Download strategy site feature causes problems

Is this the feature that causes page to stop at  "/_layouts/15/start.aspx#" before loading a page? My understanding is this should speed up page load but in fact it slows them down and is very confusing to users. The setting description shows this:

Minimal Download Strategy

A technique that delivers a faster and more fluid page navigation experience, in pages and site templates that support it, by downloading and rendering only those portions of a page that are changing.

When activated the opposite is true in my experience.

    You don't need my tenant information. If I don't deactivate this setting on an out of the box site, page loads are slower and the injected url is confusing to users. This setting definitely has the opposite of the intended effect and should be turned off not on by default. It's a nice idea but simply isn't designed properly.

    Since the page loading speed may affected by many factors, such as the contents in site, current network load, the browser cache and so on. To further investigate this issue, could you confirm the following?

    1. Temporarily create a new site collection and check the result.
    2. Try other browsers or clearing the browser cache to check if there is any improvement.

    Could you provide the following information to clarify the situation?

    1. About “stop at "/_layouts/15/start.aspx#"”, was the site opened successfully in the end?
    2. Have you done any customization on your affected site? Customizations may have some impacts.
    3. How long will it take for the affected site to be loaded if the Minimal Download strategy feature is activated? What if the feature is disabled?
    4. Could you temporarily create a new site collection and check the result?
