I understand you have enabled “apply sensitive word list” setting in the spam filter policy to mark emails as spam if it includes sensitive word. From my experience, you can create a transport rule to limit the email transmission via adding custom words. To do that, please let your administrators follow the steps below:
- Open Exchange Admin center (EAC: https://outlook.office365.com/ecp).
- Click mail flow > rules > plus sign “+” > create a new rule.
- In the new pop up window, set up a rule like the following screenshot shows:
