Azure AD Hybrid joined means
(i) Azure VM joined to on-prem Active Directory ?
or
(ii) on-prem VM joined to Azure AD

To successfully configure Hybrid Azure AD Join devices, you should have existing devices joined to your on-premises Active Directory Domain and synchronized to Azure AD by AD Connect.
