Azure AD to Google Workspace SSO - Multiple Accounts to Single Account

Hi There, I'm currently in a scenario whereby we have a Google Workspace tenant that all users are licensed in, work from and serves as our 'hub' of the business. We also have a Azure Tenant setup with a number of users, and we'd like to give these Azure users access to administer the Google Tenant, from a single Google Workspace Account.

We've experimented with Automatic Provisioning and SSO between Azure and Google Workspace, but want to save on license costs in workspace by having a single shared account, that we do NOT need to share credentials for - Our ideal case scenario would be to load up the Google Login page, enter the username of the shared account, be redirected to Azure for SSO, and be able to authenticate with any one of several accounts in Azure.

I've experimented with Attributes and Claims within the SSO Config in Azure, attempting to map the Email Address in Workspace with a custom Attribute in Azure (of the email address), but feel I may be misunderstanding this.

Can anyone help with a solution?
