I have checked with ACS engineering team and here is the response from them.
Data Location is a property of an ACS resource and changing the data location of ACS resource is only possible at the time of resource creation only.
At this moment the workaround for this case is you need to create a new ACS service in the same geo where your email domain is present as mentioned below.
