Hello @Chien K Nguyen ,
Welcome to Microsoft Q&A forum.
From the link that you shared, it points to the standalone license. It’s different from cloud subscriptions or standard subscriptions.
In short
You cannot use Visual Studio 2019 if you purchase the standalone license of Visual Studio Professional 2022 license.
Detailed explanation
See this document: Visual Studio Pricing, and please kindly switch to Standalone License
tab. In the list, navigate to Visual Studio Professional 2022 standalone license
column, and check this => Earlier versions for PC
, the corresponding box is empty, without a mark.
Suggestion
You may consider monthly subscription
, standard subscriptions
, cloud subscriptions
or standalone license for Visual Studio 2019 Professional, if you want to use Visual Studio 2019 Professional.
Please feel free to let us know if you have any other concerns.
Have a nice day.
Sincerely,
Tianyu
