How to fix AppVIsvSubsystems64.dll?

Recently, I have experienced an error with any Office App (Excel / Word...), stating there was an image error: "AppVIsvSubsystems64.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f."

So far, I've tried (1) running command prompts of
DISM /Online /Cleanup-image /Scanhealth
DISM /Online /Cleanup-image /Restorehealth
sfc /scannow
(2) Downloading online redistributions of the AppVIsvSubsystems64.dll file and replacing them with the original ones (upon failing, I replaced them with the old files).
(3) Checking that the same issue persists with a new user.
(4) Uninstalling and reinstalling Office, but it states there is an error to uninstallation, with an error code of 30045-44(1), which when pressing on the link to More Information, Microsoft states that such site "cannot be found".

All of the above have failed. My tablet is a Surface Pro.
Is there any other way to solve this issue? Thank you!

    Regarding to your description, could you please share a few more details?

    • May I know which office version and which windows version that you are using.
    • You mentioned that the issue persists with a new user. Could you please clarify if the “new user” means signing in with another account, as shown in the screenshot below?User's image
