I'm not sure if your situation is the same as David's, but as Tor mentioned in their comment, you can reply using the quotation mark. Microsoft recently updated the Teams UI, and the "Reply" feature now appears as a quote to some users, which could cause confusion. In newer versions, you might see an arrow icon or a quotation next to the reaction icons instead of the "Reply" text, which was used in older versions. You can also check the visual examples I shared with David to see how this feature appears differently depending on your Teams version and platform - whether you're using the web app, desktop app, or mobile.
For example, here is the arrow:

This feature is only unavailable in channel posts. The option will be completely hidden from you.
