Title: Are user mentions supported in 1:1 personal scope bot chats in Microsoft Teams?

Body: I’ve built a custom Microsoft Teams bot (installed in personal scope). The bot works fine in 1:1 chat, but I noticed that when I type @ inside the bot conversation, the people picker does not appear — so I cannot mention other members of the team/tenant.

In comparison:

In channels and group chats, the mention picker works normally for both users and bots.

In a user-to-user personal chat, I can @mention another user (the picker appears).

In a user-to-bot personal chat, the mention picker does not appear at all.

Question:

Is this a known limitation of Microsoft Teams (that user mentions are not supported in personal scope bot conversations)?

Or is there any configuration in the app manifest, Teams admin settings, or Graph API that can enable user mentions in 1:1 chats with bots?

If it’s not currently supported, is there a roadmap or feature request for enabling this?

    I’d like to confirm that, as of today, user mentions are not supported in personal scope (1:1) bot conversations. This is a current platform limitation in Microsoft Teams. In these chats, the mention picker (triggered by typing @) does not appear, and even manually constructed mentions will not resolve unless the mentioned user is part of the conversation — which is not possible in personal scope. 

    To summarize: 

    • Mentions are supported in channels, group chats, and user-to-user chats. 
    • Mentions are not supported in user-to-bot personal chats. 

    There are no available configurations in the Teams app manifest, Microsoft Graph API, or Teams admin settings that can enable this functionality in personal scope at this time. 

    We understand this may impact certain use cases, and while there is currently no public roadmap for this feature, I encourage you to submit feedback through your Microsoft 365 admin or via the Teams Developer Support channels. Feedback from developers like you plays a key role in shaping future improvements. 

    You can submit feedback to our product team on your behalf to request an increase in the participant limit for Teams group chats in future updates.
