Unfortunately, the new Outlook does not currently offer a feature to delay the sending time for all messages. You can only schedule the sending time for individual emails by clicking the dropdown next to the Send button and selecting Schedule send.
Alternatively, you can set a short delay to undo sending messages.
To do this, go to Settings (gear icon in the top-right corner) > Mail > Compose and reply. Under Undo send, choose how many seconds Outlook should wait before sending your messages. This setting will apply to all emails you send.
As a workaround, you can switch back to the classic Outlook at any time by clicking the toggle button in the top-right corner of the window.
At the moment, there is no official article or announcement from Microsoft confirming that this feature will be added to the new Outlook.
I agree with you, this feature is very useful. It helps users double-check their emails before sending, and gives a chance to stop and revise messages if needed. That’s why I recommend submitting your feedback to Microsoft.
