According to this issue, please plug in your phone, open Internet Tethering on your phone then open the Device Manager on your PC and look for "Remote NDIS based Internet Sharing Device" > Uninstall the driver. Then you could try to unplug the cable then re-connect again via your cable to your phone.
May I know if all of your USB ports are not working with USB Internet Tethering? Are you able to test this with different computer to check if this issue belongs to the computer or issue is on the phone itself? This driver is granted once you turn on USB Internet Tethering, to make sure on double-checking this, you could also restart your phone and then connect to your computer again.
