This behavior is controlled by Apple’s Center Stage feature on iPad. Center Stage uses the front ultra‑wide camera to pan and zoom so you stay centered, and it is available on the iPad (9th generation). Microsoft Teams does not apply its own auto‑framing on iPad; it simply honors the system‑level camera setting. Use Center Stage to keep you centered in the camera frame - Apple Support

Kindly try these following steps:
How to disable Center Stage during a call
- Join any video call (Teams, FaceTime, Zoom, etc.).
- Swipe down from the top‑right corner to open Control Center.
- Tap Video Effects > tap Center Stage to turn it Off. The tile will no longer be highlighted when disabled.
Once Center Stage is off, the camera view will remain static in Teams and other apps.
Notes:
- If you ever see dynamic framing of people in a meeting room, that is a separate Teams Rooms “IntelliFrame” experience and does not come from your iPad’s camera.
- For best results, please ensure your iPadOS and the Teams app are up to date.
